Instead, all general contractors, builders, subcontractors, and suppliers on private projects must file a preliminary notice, including the tax parcel ID number for the property. - The preliminary notice filing deadline is 20 days after your first date of work. - On publicly owned projects, general contractors must still file a Notice of Commencement to protect their bond rights, limiting it to only subs and suppliers who file a preliminary notice. - Owners without a bond can also file a Notice of Commencement to limit claim rights to only those subs and suppliers who file a preliminary notice. - For public projects, subs and suppliers who want bond rights must search for Notices of Commencement and file preliminary notices accordingly. - To file your Notice of Commencement, login to the SCR (Slain Council Resource) and select Notice of Commencement from the menu.
